With over 20 years of experience in the legal field, Adriana Zelmer has been mainly involved in international consulting, in the implementation of intergovernmental contracts.

A significant part of her activity focused on collaborating with JICA (Japan International Cooperation Agency) and assisting the interaction between representatives of JICA and the Ministry of Transport and the Ministry of Finance in implementing loan contracts for the construction of the Gara de Nord – Otopeni subway line, as well as of contracts for the construction of national roads.

Another significant period is that in which she contributed for 4 years to the implementation of a project of utmost importance for the legal and economic development of the Arab Republic of Egypt. She has provided, under the auspices of JICA and the project “Sharing Knowledge on Development and Implementation of Execution Plans” consulting services to the Egyptian governmental authorities in order to implement the National Development Plan. Some of the key points of her activity within this project were the Transport Policy, the Education Policy and the collaboration with the line ministries, as well as the organization of courses for the performance of these tasks, with a focus on the collaboration between the Ministry of Planning, the Ministry of Finance, the Ministry of Education, the Ministry of University Education and the Ministry of Transport.
